KP CM takes notice, issues instructions to withdraw notification
Advisor to Khyber Pakhtunkhwa Chief Minister (CM) Zia Bangash on Monday said that after declaring the wearing of Abaya, gown or chador compulsory by female students of government-run schools in Haripur, implementation of this decision will be ensured in the entire Khyber Pakhtunkhwa.
According to a circular was issued by district education officer Haripur previous week, the district education officer asked all principals and headmistresses of government schools to ensure that girl students wore an abaya, gown or chador.
It has been laid down in the circular girls should wear Abaya, cloth sheet or gown to avoid any unethical gesture. This step was necessary keeping in view the growing complaints of harassment regarding girls.
In another notification issued by Peshawar District Officer Samina Ghani on Monday, schoolgirls have been asked to cover up ‘in order to protect them from any unethical incident.
The notification, addressed to heads of schools, stated that the matter ‘may be treated as most urgent and important.’
Talking to a private TV channel he said Zia Bangash said the circular has been presented out of context. Education department has delegated full powers to all. Whosoever can bring improvement are allowed to work. The incidents of harassment took place in certain districts therefore; DEOs were directed to do work on it.
He stated there are no restrictions within Girls schools. This decision encompasses the distance from home to school and school to home so that when girls return home they are then fully covered wearing Abaya. They should have worn cloth sheet from top to toe.
He said whatever decisions we take, they are for the security of children and mental satisfaction of their parents so that such incidents do not happen.
We have provided full security to the schools but when the girls return from schools to homes then what incidents take place on their way, we have taken this step in this respect. , he added.
Government is casting watchful eye on everything as we want to secure our girls every way, he remarked.
Later in the day, KP Chief Minister Mahmood Khan took notice of the orders and issued instructions to withdraw the notification.
